Puerto Rico To Begin Unrivaled Birth Certificate Clusterfuck

According to an ABCnews report from Wednesday (or maybe the dude was high?), Puerto Rico has so many problems with fraud that effective July 1, every Puerto Rican citizen's birth certificate will become invalid. Then, 4 million residents----and 1.2 million Puerto Ricans living in the US----will have to apply for a new birth certificate. The article suggests that nearly 50% of US cases of passport fraud originate with Puerto Rican birth certificates.

I'm sure this will all go really well.
